Is this considered cheese in Starcraft 2?

It isn't cheesing because they have a chance to defend it. And that strategy is used in a similar manner by terran with tanks to slow down expoing. It won't get very far in higher leagues because as you play against more skilled players they will scout and use map control more effectively then in your current league.
