Factory wheels stolen?

I had to put the same wheels back on my car after all 4 were stolen because of insurance rules. It's a Honda Fit. I now have wheels locks. I am parked in a lot with security cameras and I am considering getting a tilt alarm system. I am also considering getting steel wheels instead of the tilt system but the appraiser at the collision center says new Honda tires get stolen even if they are on steel rims. I can get used tires and rims thought, right? But, I am worried that the insurance company will do an audit and I will get in trouble for not having the factory alloy wheels. I don't know what to do. Tilt alarm or steel wheels?
